Richard Hoener was born on April 18, 1918, in Brooklyn, New York. Hoener attended the University of Alabama and received a BS in Aeronautical Engineering in 1939. According to Capstone Engineer Magazine, a publication of the University of Alabama, "During World War II, he served as a captain in the U.S. Army as a test pilot flying B-17s and other aircraft as they came off the assembly line to certify their airworthiness.
